Former Senior Program Manager Dr. Allan Reyes has been appointed as the new RCTQ Deputy Director. Joining Dr. Reyes in strengthening RCTQ’s leadership are PNU associate professors Dr. Brando “ER” Palomar and Dr. Maria Teresa L. Manicio, who step into their roles as the latest Senior Program Managers.

Leading RCTQ research and administrative teams 

Dr. Reyes was one of RCTQ’s Senior Program Managers from 2017 to 2019. He returned in 2023 as senior manager before being appointed to the second top position. He will support the RCTQ Director in ensuring the provision of research-based policy recommendations on basic education, and in leading RCTQ research and administrative teams to deliver outstanding outputs.

Prior to his stint at RCTQ, he was involved in projects that examined the country’s Mathematics curriculum in order to align it with the Programme for International Student Assessment (PISA) and integrate Global Citizenship Education (GCED) in the curriculum.

He graduated at the top of his class from Mapua Institute of Technology with a degree of BS in Civil Engineering. He earned his PhD in Mathematics from De La Salle University. He has been a Mathematics teacher at PNU for more than 15 years.

Research that can have a real-world impact

Dr. Palomar studied BSEd major in Physics at PNU as DOST-SEI Project 9001 scholar, and MS in Teaching (Physics) at De La Salle University. He obtained his PhD focusing on science education and assessment from The Education University of Hong Kong. He previously served as Associate Dean of PNU’s Faculty of Science, Technology, and Mathematics.

In the last decade, he was involved as a trainer in DepEd’s national mass training program on the K to 12 science curriculum for Grades 7 and 8 teachers. He also took part in the Senior High School Teacher Training project of the Commission of Higher Education with PNU. He is part of major research projects and training programs in PNU which are supported by the Philippine Business for Education, CHED, and the Eramus+ Programme of the European Union.

Dr. Palomar looks forward to applying and enriching his research skills at RCTQ.

“Being able to participate in various RCTQ research projects will allow me to refine and expand my professional and research-oriented abilities. I hope to contribute to research that can have a real-world impact, influencing policies and practices that truly improve teacher quality,” he said.

Seeking to help inform policies in education

Dr. Manicio obtained her MA in Education with specialization in English Language Teaching from PNU. In 2020, she completed her PhD in Education (Language Education) at the University of the Philippines – Diliman.

At PNU, Dr. Manicio teaches teaching methodology courses in the English education program. She is also an experienced trainer in professional development programs for teachers. Her research interests include teacher learning and reflective practice.

For Dr. Manicio, joining RCTQ offers her great opportunities for professional growth, and in making a positive impact on education.

“RCTQ provides a lot of support for the learning and development of teachers and school leaders. The outputs of the center inform relevant policies in education. It works hard to help improve teacher quality for the Filipino learners. I am grateful to be part of the team,” she said.
