RCTQ helps DepEd develop L&D policy
RCTQ is helping the Department of Education (DepEd) develop a policy that will ensure that public school teachers and staff have access to continuous learning opportunities to enhance their skills, knowledge, and competencies.
At a DepEd workshop held on 13-14 March 2024, RCTQ met with the National Educators Academy of the Philippines (NEAP), Bureau of Human Resource and Organizational Development (BHROD) and representatives from DepEd regional offices and schools division offices to agree on critical areas of the L&D policy development.
Discussions at the two-day workshop highlighted the importance of aligning the new L&D policy with DepEd’s goals, ensuring clarity and understanding at all levels, and integrating L&D with other HR systems for effective implementation. The collaborative effort between RCTQ and DepEd aims to create a comprehensive and effective L&D policy to support the development of educators and improve learning outcomes across the organization.
Among others, the workshop stressed the need to shorten the draft policy and “unpack” its framework, contexulize the policy based on DepEd’s needs, ensure the policy is understood at the school level, harmonize policies across DepEd offices, link L&D to other human resource systems like recruitment and performance management.
An L&D policy is essential for DepEd to support the professional growth and development of its educators, improve the quality of education delivery, enhance organizational performance, and adapt to the evolving needs of the education sector.
RCTQ was represented by Dr. Jennie V. Jocson, Director; Ms. Ma. Lourdes D. Pantoja, Technical Adviser; and project officers Ms Donnadette SG Belza and Ms Cristy A. Mendoza.
