To streamline career progression frameworks and align organizational perspectives, RCTQ facilitated an alignment meeting on career progression with officials of the Department of Education (DepEd) Bureau of Human Resource and Organizational Development (BHROD), the National Educators Academy of the Philippines (NEAP), and the Teacher Education Council Secretariat (TECS) on 18 March 2024.

Building upon the discussions at the first alignment meeting on February 28, 2024, RCTQ facilitated the meeting with a structured discussion paper that discuss the respective roles of various DepEd offices in facilitating the career progression of teachers.

RCTQ Director Dr. Jennie Jocson said having been at the forefront of major policy reforms at DepEd in the last decade, the work on career progression appears the biggest intervention assisted by RCTQ so far because “it ties all other policy interventions such as development of professional standards, transformation of NEAP, and technical assistance on the different phases of the Results-Based Performance Management System (RPMS).”

RCTQ provided a comprehensive overview of career progression elements, including professional development, operationalization of RA 11713 (Excellence in Teacher Education Act), Executive Order 174, s. 2022, and draft legislations pertinent to teacher professionalization.

The alignment will help the new TEC in its overarching role in career progression, which includes the integration of professional standards, affirmation of career stages, and quality assurance of processes. It will further enrich the provisions in the EO 174, s. 2022 or the Expanded Career Progression System, which RCTQ also helped develop. The 2022 executive order officially creates new teaching positions, namely, Teacher IV, Teacher V, Teacher VI, Teacher VII, and Master Teacher V; and creates two career lines— classroom teaching or school administration.

The alignment discussion delved into the working definition of career progression, exploring its nuances from pre-service to in-service stages. Participants discussed the possibility of direct entry to higher career stages, emphasizing the need for credible assessments and consistency in evaluation criteria nationwide.

Further discussions centered on movements across ranks, ensuring progression within defined career stages without skipping. Clarifications were sought regarding the integration of supervisory tracks within existing frameworks and the role of the Proficient career stage as a preparatory phase for school administration career line.

RCTQ will develop a comprehensive document consolidating insights and agreements from the alignment meetings. This document aims to synthesize the collective understanding and serve as a guiding framework for the three offices. RCTQ also agreed to report the outcomes of the alignment process to OIC DepEd Undersecretary Wilfredo Cabral, underscoring the significance of this technical assistance in informing policy decisions.
