In a concerted effort to improve the working conditions and efficiency of public school teachers, the Second Congressional Commission on Education (EDCOM II) convened on 8 February 2024 to streamline non-teaching functions within public schools underscored by the issuance of DepEd Order No. 2, s. 2024 or the Immediate Removal of Administrative Tasks of Public School Teachers.

Led by Sen. Sherwin Gatchalian, Cong. Ramon Romulo, and EDCOM II Executive Director Mr. Karol Mark Yee, the team engaged in dialogue with key stakeholders to examine the implications of the DO 2, s. 2024, and evaluate the readiness and resources of the Department of Education (DepEd).

Dr. Wilfredo E. Cabral, the OIC-USec for Human Resource and Organizational Development at DepEd, and Dir. Ma. Lourdes T. Aganon, Director III of the Organization, Position Classification, and Compensation Bureau (OPCCB) at the Department of Budget and Management (DBM), spearheaded discussions on strategies for handling non-teaching tasks and evaluating DepEd’s readiness and resources.

The meeting addressed concerns related to non-teaching functions and services in public schools, particularly the School Organizational Structure and Staffing Standards Study (SOSSS), one of the RCTQ’s ongoing partnerships with DepEd. The project aims to examine the organizational structure and staffing standards in public schools, and forms a critical component of DepEd’s strategy to improve the efficiency and effectiveness of non-teaching functions in schools.

Invited to the said gathering were public school teachers and principals who voiced their respective concerns, contributing to the ongoing dialogue. In discussions, DepEd was encouraged to create a clear timeline for resolving these issues, ensuring a proactive approach to improving working conditions for educators.

RCTQ Director Dr. Jennie V. Jocson provided updates on the SOSSS research activities in Region 4A.

The collaborative efforts between EDCOM II, DepEd, DBM, and RCTQ signify a unified commitment to address the challenges faced by educators, underscoring the importance of fostering collaboration and implementing tangible changes to enhance the Philippine education system.

With insights gained from this gathering, tangible changes and improvements could be expected to unfold to address the complex challenges that public school teachers encounter in performing non-teaching functions.
