RCTQ Director Dr. Jennie Jocson participated in the teacher education consultation organized by the Sub-Committee on Teacher Education and Development of the Second Congressional Commission on Education (EDCOM 2) on 18 January 2024 at the House of Representatives.

The activity was part of the Commission’s comprehensive national assessment and evaluation of the performance of the Philippine education sector. It aimed to identify and address challenges specific to educators relevant to the Commission’s priority areas in (PA #16) alignment of Commission on Higher Education (CHED), the Professional Regulation Commission (PRC), and the Department of Education (DepEd), (PA #17) Pre-Service Education and (PA #18) In-Service Training and Development.

Specifically, the consultation intended to

  • evaluate the pipeline of Key Stage 1 (Kindergarten to Grade 3) and Key Stage 2 (Grade 4 to Grade 6) teachers from pre-service education through licensure examinations to their in-service teaching experiences
  • discuss how to best assess the readiness and qualifications of Key Stage 1 teachers, considering alternative licensure examinations or requirements
  • explore which among the Generalist or the Specialist Approach is the more e ffective teaching-learning approach for Key Stage 2 and discuss its implications on the pipeline of educators specific to this stage

Dr. Jocson provided feedback to the presentations by the three agencies in her capacity as member of the sub-committee under the bigger EDCOM 2 Standing Committee for Higher Education, and Teacher Education and Development.

Dr. Jennie Jocson and the RCTQ team join Sen. Win Gatchalian, Rep. Roman Romulo, and representatives of CHED, DepEd and PRC during the teacher education consultation on 18 January 2024.

Results of the plenary and focus group discussions during the consultation will be tabled for discussion by the Sub-Committee to determine possible policy directions and recommendations to the Commissioners.

EDCOM 2 is a national commission that is mandated to generate insights and proposals that will contribute to enhancing the overall quality, accessibility, and effectiveness of education in the Philippines, ensuring alignment with national development goals and global standards.
