Members of the Developmental National Competency-based Teacher Standards (D-NCBTS) Reference Panel converged on 8 May 2015 at Hotel H2O in Manila to discuss the progress of the project and the initial results of the national validation of the draft D-NCBTS.

Present in the third consultative meeting were Director Maria Lourdes Pantoja, Director III, National Educators Academy of the Philippines (NEAP); Dr. Amelia A. Biglete, Director for Program and Standards, Commission on Higher Educaton (CHED); Dr. Purita Bilbao, Chair of CHED Technical Panel for Teacher Education; Dr. Fe A. Hidalgo, President, Foundation for Upgrading the Standards of Education; Ms. Ma. Paz Felyn Cruz-Tayag, Chief Personnel Specialist, representing Director Azucena P. Esleta, Human Resource, Policies and Standards Office, Civil Service Commission; Ms. Danna R. Lampa, representing Dr. Ethel Agnes P. Valenzuela, Senior Specialist, SEAMEO INNOTECH; and, Mr. Dylan Dellosa, representing Dr. Chito Salazar, Philippine Business for Education. Also present were representatives from different bureaus of the Department of Education: Mr. Fernando Pantino, Senior Program Education Specialist, Bureau of Secondary Education; Ms. Ma. Elsie C. Esmer, representing Dr. Jocelyn DR. Andaya, TechVoc Unit; and Mr. Abelardo Medez, representing Bureau of Elementary Education.

Dr. John Pegg, Director of the University of New England – SiMERR National Research Centre, presented the results of the draft design clarification study on the draft D-NCBTS. Dr. Gina O. Gonong, D-NCBTS Project Leader, reported on the feedback gathered from the field through focus group workshops. Dr. Allen Bautista and Ms. Jennifer Lopez, members of the Technical Working Group and workshop facilitators, shared their insights concerning the validation and the response of participants in the field on the draft set of standards for teachers.

The meeting was facilitated by Ms. Lea Neri on behalf of Ms. Hazel Aniceto of the Australian Agency for International Development (AusAID), Chair of the Reference Panel.RCTQ Director Dr. Marilyn U. Balagtas and Senior Program Managers Dr. Jennie V. Jocson and Dr. Teresita T. Rungduin participated in the discussions.
