RCTQ provided the World Bank with assessment tools to gather information from teachers about their subject-specific understanding as well as their perceived professional strengths and development needs.

The activity supports the World Bank study entitled “Public Expenditure Tracking System with a Quantitative Service Delivery Survey” (PETS-QSDS) which aims to track the flow of public funds and resources for the basic education sector from central and local governments to schools and assess the quality of the services schools provide. The RCTQ assessment tools, which were developed for its Pre-service Teacher Development Needs Study (PTDNS) and the Teacher Educator Teacher Development Needs Study (TEDNS), were rolled out to 1,370 sampled teachers all over the country through the survey enumerators from a survey firm commissioned by World Bank.

To ensure smooth and proper implementation of the assessment activity, the survey enumerators were trained by the project leader and director of the center, Dr. Marilyn U. Balagtas, and the project research officer, Ms. Sheila Marie Gimeno.

Two training programs were conducted prior to the administration of the tools: Survey enumerators from Luzon were trained last September 10, 2014 in Quezon City, and those from Visayas and Mindanao on September 16, 2014 in Davao City.

Dr. Balagtas and Ms. Gimeno monitored the administration of RCTQ Assessment Tools in ten different regions between October 3 and November 20, 2014. The ten sites included: Navotas City for NCR; Guiguinto, Bulacan for Region 3; Lipa City of Batangas for Region 4A; Cagayan de Oro for Region 10; Bacolod City for Region 6; Castilla of Sorsogon for Region 5; Butuan City for CARAGA Region; Davao City for Region 11; Gattaran of Cagayan Valley for Region 2; and Cebu City for Region 7.
