RCTQ presented the results of the needs assessment survey that will shape the learning and development (L&D) interventions for Islamic Studies and Arabic Language (ISAL) or madaris teachers across the Bangsamoro region on 16 May 2023.

At a forum in Cotabato City, RCTQ Senior Program Manager Dr. Ali Anudin led the presentation to the Directorate General for Madaris Education (DGME) of the Bangsamoro Ministry of Basic, Higher and Technical Education (MBHTE) led by Director General Prof. Tahir G. Nalg.

The survey focused on six needs assessment themes based on the Bangsamoro Teachers’ Professional and Moral Development (BTMPD) and the Philippine Professional Standards for Teachers (PPST): i) content knowledge and pedagogy; ii) learning environment, iii) diversity of learners, iv) curriculum, v) assessment and reporting of learners’ data, and vi) professional growth and development.

In his welcome remarks, DG Nalg expressed his appreciation to the Pathways program and RCTQ “for helping the MBHTE fulfill our aspirations for BARMM.”

Dr. Anudin recognized the commitment shown by DGME to the whole needs assessment exercise.

“DGME’s deep involvement shows how they recognized the importance of the activity towards the professional development of ISAL teachers. Without needs assessment, prioritizing training becomes more challenging and less effective, and DGME may struggle to identify the specific areas where training is most needed. As a result, training efforts may be scattered, generic, or not aligned with the actual needs of madaris teachers,” Dr. Anudin said. “Needs assessment  allows them to have the right focus so that training can lead to efficient resource utilization and maximum  performance improvement.”

The survey studied the profile of ISAL and K to 3 teachers, their perceived needs for professional development, and what professional development plans can be designed for teachers at the regional and division levels.

Joining DG Talg were Bureau of Basic Education Director Johnny Balawag, senior education program supervisors and project Coordinators Dr. Maimona Bayan and Mohtar Salik, and the L&D Composite Specialist Group (CSG) members.

RCTQ and the University of New England – SiMERR National Centre, and the DGME collaborated for the conduct of the survey which was participated in by 3,721 ISAL teachers from public and private madaris and K to 3 teachers from private madaris in the BARMM. RCTQ helped in the analysis of the findings.

The survey was a major activity under the 𝘓𝘦𝘢𝘳𝘯𝘪𝘯𝘨 𝘙𝘦𝘴𝘰𝘶𝘳𝘤𝘦 (𝘓𝘙) 𝘢𝘯𝘥 𝘓𝘦𝘢𝘳𝘯𝘪𝘯𝘨 𝘢𝘯𝘥 𝘋𝘦𝘷𝘦𝘭𝘰𝘱𝘮𝘦𝘯𝘵 (𝘓&𝘋) 𝘚𝘺𝘴𝘵𝘦𝘮𝘴 𝘛𝘳𝘪𝘢𝘭 𝘵𝘰 𝘚𝘶𝘱𝘱𝘰𝘳𝘵 𝘛𝘦𝘢𝘤𝘩𝘦𝘳 𝘋𝘦𝘷𝘦𝘭𝘰𝘱𝘮𝘦𝘯𝘵 𝘪𝘯 𝘔𝘢𝘥𝘳𝘢𝘴𝘢𝘩 𝘌𝘥𝘶𝘤𝘢𝘵𝘪𝘰𝘯 project supported by the Australian government through its Education Pathways to Peace in Mindanao (Pathways) program, and implemented by RCTQ and the SiMERR National Research Centre.
