In a collaborative effort to enhance educational research and policy development, the Second Congressional Commission on Education (EDCOM II) conducted a workshop on 24 April 2024 to review education research studies submitted by researchers from the De La Salle University (DLSU).

RITQ, through the Director and EDCOM II Standing Committee Member Dr. Jennie Jocson, served as a panelist for the presented researches.

In June 2023, EDCOM II signed a partnership with DLSU, aiming to tackle ten key education issues around basic education, higher education, and teacher education and development. The partnership is part of EDCOM II’s agenda for 100 research questions and studies for the next three years to inform the Commission’s policy recommendations.

The primary objective of the workshop was to gather feedback from EDCOM II commissioners, Advisory Council members, and Standing Committee representatives on each research study. The activity ensured that the findings and recommendations align with the research and policy objectives of EDCOM II.

The team from EDCOM II was led by Executive Director Dr. Karol Mark Yee, who was joined by Dr. Jocson as panelists for the presented researches. The workshop also featured a panel of invited experts including Dr. Ethel Agnes O. Valenzuela and Dr. Sylvette Guniguindo from the Commission on Higher Education (CHED), Dr. Ma. Lourdes A. Carandang, founder of MLAC Psychological Services, and Dr. Leah Apao, Director III of the Department of Education (DepEd) National Educators Academy of the Philippines (NEAP). The activity was attended by over 20 DLSU researchers who presented studies covering various areas of education research.

The presented research studies covered three main themes: higher education research, teacher education research, and basic education research.

On higher education, a study focused on “Establishing Targeted Human Resource Development Partnerships between the Philippines’ First Tier Research-Intensive Higher Education Institutions (HEIs) and Second Tier Research-Intensive State Universities and Colleges (SUCs).” This policy research aimed to address the lack of capacity to produce quality research in universities and proposed a centrally planned partnership program between first-tier comprehensive research-intensive HEIs and second-tier research-intensive SUCs. The study received valuable insights from panelists, including considerations on research productivity thresholds and resource allocation.

On teacher education, a paper titled “Systematic Review of Professional Development (PD) Programs for Teachers in the Philippines” synthesized existing literature on professional development programs focusing on 21st-century teaching skills. The study highlighted key drivers and challenges in professional development initiatives, along with policy recommendations aimed at enhancing teacher participation and program effectiveness.

Lastly, on basic education, a study on “Understanding Bullying in Philippine Education: Impacts and Opportunities for Change” explored policies and interventions related to bullying in Philippine schools. The research presented recommendations for revising existing anti-bullying legislation and strengthening teacher competencies in addressing bullying incidents.

The workshop provided a platform for fruitful discussions and collaborations between researchers and education policymakers, paving the way for evidence-based policy development and improvements in the Philippine education system.
