RCTQ Director Dr. Jennie Jocson is joined by the Teacher Education Council Secretariat (TECS) led by Executive Director Dr. Runvi Manguerra at the workshop on the operationalization of RA 11713 or the Excellence on Teacher Education Act.

To enhance the understanding and operationalization of Republic Act No. 11713, also known as the Excellence in Teacher Education Act, the Teacher Education Council Secretariat (TECS) convened for a two-day workshop facilitated by RCTQ on 13-14 March 2024 at the Department of Education (DepEd) central office.

The workshop aimed to strengthen the secretariat’s comprehension of the law and its implications. RCTQ Director Dr. Jennie Jocson led the sessions, leveraging her expertise and extensive involvement in the development and passage of RA 11713.

As part of RCTQ’s ongoing technical assistance to DepEd, the workshop revisited the history of the legislation, including how it was shaped by the work of the Malacañang-led Technical Working Group on Teacher Quality (TWG-TQ). Dr.Jocson, who previously served as part of the TWG-TQ secretariat, provided insights into the contextual factors that led to the formulation of the law.

The workshop highlighted key provisions of RA 11713, including the expanded mandate of the Teacher Education Council (TEC) and the operationalization of its secretariat. Participants expressed particular interest in understanding the roles of relevant agencies, clarifying linkages, and establishing an effective framework for implementation.

Sessions throughout the two-day workshop addressed fundamental questions regarding teacher education, professional development, teacher licensure, Centers of Excellence in Teacher Education, among others.

Dr. Jocson encouraged the secretariat to actively collaborate with stakeholders, and with key partners, including the Second Congressional Commission on Education (EDCOM II), the Commission on Higher Education (CHED), the Professional Regulation Commission (PRC), the Philippine Normal University (PNU), the National Educators Academy of the Philippines (NEAP), and the DepEd Bureau of Human Resource and Organizational Development (BHROD).
