RCTQ will soon be transformed into a bigger organization from a center to an institute.

Reappointed president of the Philippine Normal University Dr. Bert J. Tuga reaffirmed his commitment to bring the current RCTQ to greater heights with the integration of the new Research Institute for Teacher Quality (RITQ) in the latest PNU organizational structure. PNU released on 23 November 2023 the new structure approved by its Board of Regents.

As a research institute, RITQ will focus on research and development in teacher and school leader quality to accommodate all efforts to improve teacher and school leader quality with proposed annual allocation from the Department of Budget and Management (DBM).

At a recent summit that discussed in detail the center’s transition to RITQ on 18 November 2023, President Tuga shared that a PNU modernization bill has been proposed and is currently gaining support in Congress. Dr. Tuga said the bill will strengthen PNU’s research capacity, and will enable RITQ to achieve its bigger mandate as provider of policy recommendations not only to the Department of Education (DepEd) but other education agencies such as the Commission on Higher Education (CHED) and Technical Education And Skills Development Authority (TESDA).

RITQ’s revised research agenda now encompasses four core focus areas: teacher quality, school leader quality, teacher educators quality, and teaching quality. The new institute will provide research data to PNU and relevant private and public education agencies and stakeholders to serve as baseline for further researches, policies, and legislations; establish priority research areas that embody future thinking; and develop evidence-based capacity-building training models, and professional development programs for teachers, school leaders, and education researchers.

The transition to RITQ was part of a five-year strategic plan that RCTQ developed in 2021 and 2022 which outlined the center’s roadmap towards sustainability and autonomy as a research institution.

The new PNU structure is envisioned to take effect during the school year 2024-2025.
