RCTQ participated in the Department of Education-led Designing and Resource Packaging Workshop for Assessors Training on 18-20 July 2023 to develop the training design and learning materials for the national training of trainers and regional rollout of assessors training.

Organized by the DepEd Bureau of Human Resource and Organizational Development (BHROD), RCTQ Deputy Director Ms. Maria Lourdes Pantoja joined members of the National Technical Working Group on the Career Progression of Teachers in discussing revisions of the draft Assessors Manual based on the pilot testing results; discussing and finalizing the goals, objectives, key content, schedule of activities, qualification of participants, target output/outcome of both the national and regional assessors training, and in developing corresponding presentation and learning materials necessary to deliver the key content of the training.

Leading the activity were Ms. Cecille Anyayahan, chief of BHROD Human Resource Development Division (HRDD), and Ms. Chanda Crisostomo, HRDD Project Development Officer IV and Assistant Division Chief.

The national and regional rollout of assessors training will capacitate the Human Resource Merit Promotion and Selection Boards (HRMPSB) across the regions including their sub-committees in implementing the Expanded Career Progression System through ‘reclassification.’ RCTQ provided technical assistance BHROD in crafting the said system, which President Rodrigo Duterte signed as Executive Order No. 174, series of 2022 on 23 June 2022.

The development of Assessors Programs has been a joint initiative by RCTQ and BHROD since 2020, which aims to advance reforms in teacher and school leadership quality. The project supported the new BHROD system on promotion that is based on the Philippine Professional Standards for Teachers (PPST).

Moving from being education-and-training-based to competency-based, the new promotion system needs the engagement of assessors who will look at the performance of the teacher across the PPST indicators for movement within and across the career stages.
