COTABATO CITY—Education program specialists and madaris education leaders assigned to handle learning and development (L&D) activities at the Directorate General for Madaris Education (DGME) of the Ministry of Basic, Higher and Technical Education (MBHTE) were trained on professional development planning while being guided on utilizing data from the results of the needs assessment of madaris teachers.

Facilitated by RCTQ’s Learning and Development (L&D) consultant Dr. Twila Punsalan, the training on 17-19 May 2023 in Cotabato City helped participants develop their Region Master Plan for Professional Development (RMPPD) and Division Master Plan for Professional Development (DMPPD).

Dr. Punsalan provided inputs and insights to participants who were formed under an RCTQ-led project as the Learning & Development (L&D) Composite Specialist Group (CSG) members. She trained them on how to prioritize training programs based on the assessed needs of madaris teachers.

CSG members are composed of DGME senior education program supervisors and madaris division heads. As outputs, participants developed their Region Master Plan for Professional Development (RMPPD) and Division Master Plan for Professional Development (DMPPD).

“Needs assessment plays a crucial role in prioritizing professional development training by providing a systematic and informed approach to identify and address the most critical learning needs among ISAL teachers,” said Dr. Punsalan.

Earlier in the same week, RCTQ—RCTQ Senior Program Manager Dr. Ali Anudin—presented the results of the needs assessment survey to DGME and the CSG members.

Dr. Punsalan was joined by RCTQ inclusion consultant Dr. Milabel Ho who discussed the Universal Design for Learning (UDL) as an inclusion framework for teaching and learning, and how to ensure inclusivity in professional development program planning and designing.

The survey focused on six needs assessment themes based on the Bangsamoro Teachers’ Professional and Moral Development (BTMPD) and the Philippine Professional Standards for Teachers (PPST): i) content knowledge and pedagogy; ii) learning environment, iii) diversity of learners, iv) curriculum, v) assessment and reporting of learners’ data; and vi) professional growth and development.

RCTQ and the University of New England – SiMERR National Centre, and the DGME collaborated for the conduct of the survey which was participated in by 3,721 ISAL teachers from public and private madaris and K to 3 teachers from private madaris in the BARMM. RCTQ helped in the analysis of the findings.
