RITQ Director Dr. Jennie Jocson led the presentation of the results of the study on school organizational structure and staffing standards (SOSSS) before the Second Congressional Commission on Education (EDCOM II) 30 April 2024.

In separate presentations to the Department of Education (DepEd) and the Second Congressional Commission on Education (EDCOM II), RITQ shared critical findings of its study on school structure and staffing standards.

Led by RITQ Director Dr. Jennie Jocson, the presentations of the study results on school organizational structure and staffing standards (SOSSS) aimed to inform policymakers, education officials, and stakeholders about the pressing need for reform within DepEd.

In terms of school structure, the RITQ’s study found out that “DepEd’s direction is continuously changing, yet the school structure remains constant. To adapt, school structures should be based on functions and could be customized accordingly to respond appropriately.”

On staffing, the study concluded that “functions within the school structure should be formally complemented with appropriate staffing and be supported with sound policies that cut across relevant layers – career progression, school effectiveness, alignment with overall DepEd strategic plan.”

RITQ presented its findings to the DepEd Office of the Undersecretary for Human Resource and Organizational Development led by OIC Undersecretary Wilfredo Cabral on 29 April 2024 and the EDCOM II on 30 April 2024.

Dr. Jocson said “the insights gained from the study can help DepEd and our policymakers to understand the current challenges and areas for improvement in school structure and staffing standards, leading to more effective policy interventions.”

Recommended directions for legislation include increasing the role of schools in hiring personnel, ensuring each school has a Master Teacher, moving Teacher IIIs to Master Teacher positions, complementing schools with adequate administrative staff, and filling up guidance counsellor positions in schools.

The study identified outdated policies, processes, and practices within DepEd that need revision or rescinding to align with modern educational needs. Key areas for policy revision include provisions in RA 9155, localization laws, and the Manual of Position Classification and Compensation.

The study is a partnership between RITQ and DepEd to generate first-hand accounts of how current structures and staffing in public schools affect the delivery of quality basic education. RITQ reviewed DepEd Order No. 52, S. 2015 or the New Organizational Structures of the Central, Regional, and Schools Division Offices of the Department of Education and DepEd Order No. 19, s. 2016 or the Guidelines on the Organizational Structures and Staffing Patterns of Standalone and Integrated Public Senior High Schools (SHS), which aimed to rationalize organizational structures and staffing in schools but excluded K to 10 schools. The study seeks to institutionalize changes by developing new organizational structures and staffing conventions based on school typologies.

RITQ’s field research, which included interviews and observations of school processes, informed the development of appropriate and equivalent components of structures and staffing for public elementary and secondary high schools. (RITQ Comms)
