The Philippine Normal University presented an interim report on 17 December 2021 of its implementation of the Linking Standards and Quality Practice (LisQuP) program, a partnership between PNU and the Department of Education on providing DepEd teachers and school leaders professional development programs through PhD, Master’s and executive programs linked to  professional standards.

The LiSQuP program consists of academic course work, job-embedded learning (JEL) activities and practice, and specialized and focused training, and will be delivered through the PNU’s flexible learning delivery (FLD). It opened its first academic term on 27 September 2021 with 2,815 scholars from 16 regions who were officially endorsed by the National Educators Academy of the Philippines (NEAP) and enrolled in any of PNU’s 12 master’s programs, eight (8) doctorate programs, and two (2) executive programs through the LiSQuP project. RCTQ is part of the LiSQuP projetc team, and assists in the qaulity assurance of programs.

PNU Vice President for Academics Dr. Jennie Jocson—LisQuP Project Director—reported to DepEd the major activities, program delivery including lessons and challenges, and student engagement involving DepEd scholars belonging to the first cohort of the program. She also suggested ways forward on the program implementation.

DepEd Undersecretary Atty. Nepomuceno Malaluan, who led the DepEd-NEAP participants at the report presentation, commended LiSQuP as the “biggest scholarship program in DepEd history.”

“This partnership is within the broader context of addressing the quality in basic educaton. As such, this is not a one-shot deal,” Undersecretary Malaluan said. “We have to ensure that we build a path towards continuity of this program, learning from the lesson of this first cohort.”

President Tuga said that the partnership shows how PNU as the country’s National Center for Teacher Education (NCTE) is committed to wholeheartedly upholding its mission in nurturing innovative teachers and education leaders in our schools, and in safeguarding the quality of education in the country.

Dr. Gonong, in her brief message, expressed delight in how the RCTQ-assisted NEAP transformation has triggered initiatives related to the alignment of DepEd’s professional development with professional standards, such as the LiSQuP program.

“This is how huge NEAP transformation is in terms of its impact to teachers and school leaders,” Dr. Gonong reminded the participants.

The LisQuP partnership is linked to the recommendations provided by RCTQ to DepEd in its NEAP Transformation Study.

RCTQ is the primary provider of technical assistance to NEAP as indicated in DepEd Order No. 11, s. 2019 or the Implementation of the NEAP Transformation.
