RCTQ congratulates DepEd OIC Undersecretary Wilfredo Cabral
RCTQ joins the Department of Education (DepEd) community in congratulating DepEd National Capital Region (NCR) Regional Director Wilfredo Cabral on his new leadership role as Officer in Charge of the Office of the Undersecretary in charge of human resource and organizational development. The designation was in view of the retirement and terminal leave of Undersecretary Jesus L.R. Mateo.
Secretary Leonor Magtolis Briones designated Director Cabral to the central office post through DepEd Memorandum No. 040, series of 2021 issued on 2 August 2021. In a concurrent capacity as NCR Regional Director, the OIC Undersecretary will oversee the operational activities and provide strategic leadership to the Bureau of Human Resource and Organizational Development (BHROD) and exercise administrative supervision over the International Cooperation Office (ICO).
RCTQ worked with Director Cabral on various landmark DepEd projects including the development and validation of the Philippine Professional Standards for School Heads (PPSSH) and the Philippine Professional Standards for Supervisors (PPSS) where he sat as member of the Advisory Board, and on the National Educators Academy of the Philippines (NEAP) Transformation where he was a member of the Transformation Task Force and later as member of its Transition Team. He was also instrumental in the development and validation stage of the Philippine Professional Standards for Teachers (PPST) and its embedding in the Results-based Performance Management System (RPMS).
In 2019, PNU through RCTQ entered into a Memorandum of Understanding (MOU) with DepEd NCR under Director Cabral to collaborate on various activities related to the NEAP Transformation in NCR, including the strengthening of systems and processes in the region that are associated with the professional learning and development of teachers and school leaders, and developing frameworks and programs to support career progression and lifelong learning.
