A technical working group (TWG) for career advancement under the National Educators Academy of the Philippines (NEAP) Transformation 3 project was convened with technical assistance from RCTQ and its partner research center, the SiMERR National Research Center of the University of New England-Australia.

The group began conceptualizing professional development programs that would help advance teacher quality in the Philippines. The activity was aligned with NEAP’s and RTCQ’s shared commitment to DepEd’s Sulong Edukalidad reform campaign.

The two-day workshop was held on 20-21 February 2020 at the Philippine Normal University and co-facilitated byDr. Joy Hardy, Deputy Director of the SiMERR National Research Center and RCTQ Director Dr. Gina Gonong.

TWG members attended the workshop together with NEAP Director Mr. John Arnold Siena and Bureau of Human Resources and Organizational Development (BHROD) OIC Director Ms. Jennifer E. Lopez, and former BHROD Director IV Ms. Maria Lourdes Pantoja. Also present was NEAP Professional Development Division (PDD) chief Mr. Leonardo Nuestro, Jr. and PDD OIC Assistant Chief Ms. Leah Galgo, who is also NEAP’s focal person for career advancement activities.

During the workshop, TWG members leveled off on their understanding of career progression and the lateral promotion of teachers. The activity was guided with a research-based approach that looked at the best features of professional development practices worldwide.

A series of writeshops is scheduled in the next months to develop initial modules for career advancement of teachers.

NEAP Transformation 3 is a project that supports DepEd in operationalizing the Task Force detailed design towards a transformed NEAP as mandated through the Department Order 11, s. 2019 where RCTQ was identified to provide primary technical assitance.
