RCTQ capacitated the staff of the National Educators Academy of the Philippines (NEAP) on the Philippine Professional Standards for Teachers (PPST) and Higher Order Thinking Skills (HOTS) using the Structure of Observed Learning Outcomes (SOLO) framework in two separate events to prepare them for bigger roles in the transformed NEAP.

The PPST training, held on 3-4 February 2020 in Marikina City, aimed to equip the NEAP staff with skills and knowledge in operationalizing the teacher standards as they implement the NEAP Transformation. It sought to increase their understanding and appreciation of the PPST and how it is embedded in the DepEd Results-based Performance Management System (RPMS).

The HOTS training, which followed on 9-10 February 2020, upskilled NEAP staff on planning and developing a variety of approaches and methodologies to offer effective professional development for teachers and school leaders across the country. The discussions and workshops specifically helped participants to learn more about teachers and students’ thinking and how to utilize this information into developing programs and courses for teachers and school leaders.

RCTQ Director Dr. Gina Gonong shared the background and context of NEAP Transformation, while RCTQ-SiMERR Director Dr. John Pegg shared the results and findings of the Teacher Development Needs Study (TDNS) conducted by RCTQ. This served as springboard to the discussion of SOLO ‘as language of the PPST and as a framework in enhancing HOTS of teachers and students’.

Both activities were held at the NEAP National Capital Region (NCR) in Marikina City.

Based on Department Order No. 11, s. 2019 signed by Sec. Leonor Magtolis Briones, DepEd identified the RCTQ to provide primary technical advice during the implementation of the NEAP transformation.
