RCTQ joined the Philippine Normal University (PNU) in taking part in the launch of the redesigned training facility of the National Educators Academy of the Philippines (NEAP) at the Baguio Teachers Camp on 9-10 June 2022.

PNU showcased the Linking Standards and Quality Practice (LiSQuP), a two-year program which delivers standards-based professional development programs for DepEd teachers, school heads, and supervisors, at the exhibit of learning service providers (LSP).  RCTQ, a provider of technical assistance to NEAP per DepEd Order No. 11, s. 2019, joined PNU as it set up its own knowledge products.

Dr. Marilyn U. Balagtas, Dean, College of Graduate Studies and Teacher Education Research (CGSTER), together with the LiSQUP project development team (PDT) and Ms. Ma. Izella Lampos, RCTQ Senior Project Officer, participated in the event.

The launch was attended by undersecretaries Atty. Nepomuceno Malaluan, Annalyn Sevilla, Wilfredo Cabral, Diosdado San Antonio; members of the Department of Education (DepEd) Management Committee; NEAP Director John Arnold Siena; regional directors, previous NEAP directors, and other personnel.

The modernized NEAP training facility shall serve as a venue for professional development (PD) programs and includes amenities such as libraries, lecture rooms, and study rooms. Facilities for services such as video production, editing and online training are also available.

RCTQ, together with the SiMERR National Research Center of University of New England (UNE), worked on the NEAP Transformation Study that became the basis for the creation of a task force and the subsequent development of a new NEAP design. Sec. Briones approved the design in February 2019, which led to the issuance of DO No.11 that identified RCTQ as partner in the provision of technical guidance. RCTQ has since provided technical assistance to operationalize the transformation of NEAP through various DepEd Orders: i) DepEd Order 001, s. 2020 or the Guidelines for NEAP Recognition of Professional Development Programs and Courses for Teachers and School Leaders, ii) DepEd Order 006, s. 2020 or the NEAP Interim Structure; and iii) DepEd Memorandum 050, s. 2020 or the DepEd PD Priorities for Teachers and School Leaders for SY 2020-2023.

RCTQ also provides technical support to the LiSQUP PDT in ensuring that the programs offered are aligned with the Philippine Professional Standards for Teachers (PPST), School Heads (PPSSH), and Supervisors (PPSS). (RCTQ Comms)
