DepEd adopts interim setup for NEAP to allow seamless transition to transformed structure
Department of Education (DepEd) Secretary Leonor Magtolis Briones issued DepEd Order No. 006, s. 2020 or the Adoption of the National Educators Academy of the Philippines (NEAP) Interim Structure on 29 April 2020 to ensure that NEAP’s new functions can be ‘carried out seamlessly, efficiently and effectively’ while the new structure that reflects the central, regional and other field components of the NEAP transformation agenda is being developed.
RCTQ assisted DepEd in charting the interim structure of the Academy while its final organizational structure under the NEAP transformation agenda is being set up.

Under the interim structure, functional tasks of the proposed NEAP structure are subsumed in the current structure. The NEAP central office and the NEAP in the regions are also vertically aligned, indicating the dual reporting arrangements under which the NEAP in the regions will operate.
A year ago, DepEd issued DO 11, s. 2019 which directed the implementation of NEAP to streamline professional development, make training activities programmatic and accountable, effectively link professional development with career progression, and generate efficient use of resources to ultimately realize its mandate of providing the professional learning and development needs of the increasing number of teachers and school leaders.
Organizational transformation, the first of NEAP transformation’s twin components, requires the review of the functions of NEAP as well as its structure and personnel complement to enable the Academy to carry out its mandate and functions. The other component is program transformation.
Based on DO 11, s. 2019, RCTQ, together with partner SiMERR National Research Centre in Australia, shall be providing technical assistance to DepEd in the implementation of NEAP transformation.
