RCTQ works with the Ministry of Basic, Higher and Technical Education (MBHTE) through its Directorate General for Madaris Education (DGME) in assessing the professional development needs of a total of 3,721 Islamic Studies and Arabic language (ISAL) teachers in public and private madaris and K to 3 teachers in private madaris in the BARMM to inform the bases for identifying, planning, designing and implementing learning and development (L&D) interventions for ISAL/madaris teachers across the Bangsamoro region.

The conduct of the needs assesment is one of the sub-systems in the proposed learning and development (L&D) system, and is a key activity of the project Learning Resource (LR) and Learning and Development (L&D) Systems Trial to Support Teacher Development in Madrasah Education (ISAL Teachers), RCTQ’s third partnership project under the Education Pathways to Peace in Mindanao (Pathways) program.

MBHTE Minister Mr. Mohagher Iqbal signed Regional Memorandum No. 121 on 7 February 2023 on the Administration of the Needs Assessment for ISAL teachers and private madaris teachers. RCTQ developed the needs assessment questionnaire and was validated by the MBHTE and Pathways. DGME helped in rolling out the survey questionnaires to 593 public and private madaris in 11 divisions of Basilan, Lamitan City, Tawi-Tawi, Cotabato City, Marawi City, Special Geographic Area (SGA) of Bangsamoro, Lanao del Sur I, Lanao del Sur II, Maguindanao I and Maguindanao II.

Mr. Edris Watamama, DGME Eucation Program Specialist II, shared how grateful he is that interventions for madaris education under this project begin with identifying the needs of the teachers.

“I am really impressed with how this project makes an effort to specifically determine the specific needs of our madaris teachers before designing professional development programs for them. Needs assessment is very critical for us because it is through this exercise that we will find out where our lapses and challenges lie so that professional development interventions that will be developed will really be responsive to the needs of our teachers,” said Mr. Watamama.

Survey questionnaires were distributed to schools by their respective divisions from 7-24 March 2023.

The accomplished questionnaires have been collected and are currently scanned/encoded. RCTQ will soon begin the analysis of the survey and will make an interim report of the findings to the MBHTE on 16 May 2023.
