MBHTE Director General for Higher Education Mr. Marjuni Maddi welcomes participants to the hybrid meeting on the presentation of Teacher Development in Higher Education project accomplishments.

The team behind RCTQ’s and University of New England Australia – SiMERR National Research Centre’s second technical assistance project in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) presented the project accomplishments before officials of the Bangsamoro Ministry of Basic, Higher and Technical Education; partner teacher education institutions (TEIs); and other stakeholders on 29 March 2023.

RCTQ Director Dr. Jennie Jocson and Project Leader Dr. Levi Elipane led the presentation of the project milestones at the conclusion of the original timetable of the project, also RCTQ-SiMERR’s second under the Australia-supported Education Pathways to Peace in Mindanao (Pathways) program. The presentation meeting was held virtually with the Bangsamoro Ministry of Basic, Higher and Technical Education (MBHTE) and Pathways participants joining from Alnor Hotel in Cotabato City.

The Teacher Development in the BARMM Higher Education project aims to help improve the quality of teacher education in BARMM by building on the data, findings and recommendations from RCTQ-SiMERR’s Mapping Study of TEIs serving the BARMM conducted from 2020 to 2021.

RCTQ-SiMERR’s work for the project consists of three components: (1) Curriculum Quality Audit (CQA), (2) Development of a Licensure Examination for Teachers (LET) Review Program, and (3) Review of existing majors/subjects on early childhood education. The project started in May 2022.

In his welcome remarks, MBHTE Director General for Higher Education Mr. Marjuni Maddi said the project complements the Bangsamoro government’s investment in education.

“After our monitoring and evaluation of the higher education institutions in the Bangsamoro territory, and after going around the different state universities here, we have observed and learned that there is a really a need for us to further strengthen teacher education both from the pre-service and in-service perspectives. We need to make sure that the kind of teachers that we produce really meets the demands of quality education,” DG Maddi said.

The project focuses on the pre-service aspect of teacher development while RCTQ-SiMERR’s third project with Pathways and MBHTE—Learning Development (L&D) and Learning Resource (LR) Systems Trial to Support Teacher Development in Madrasah Education (Islamic Studies & Arabic Language (ISAL) Teachers)—focuses on in-service teacher development.

The team reported eight key accomplishments that ranged from how they assisted TEIs in aligning their offerings with the K to 3 curriculum requirements in BARMM context through the CQA, identifying the best approaches and ways of organizing a Licensure Examination for Teachers (LET) review, and contextualizing early childhood education in the BARMM.

DG Maddi also presented the MBHTE priorities in higher education, some of which will be informed by the outputs of this project.

It was also announced that the CQA component would be extended until June 2023 to further capacitate TEI leaders such as presidents, vice presidents and deans of education on the CQA process; contextualize workshop materials that actively capacitate TEI faculty through face-to-face, hands-on workshop sessions; and to monitor the CQA work in partner institutions.

At least 13 TEIs have been capacitated on the CQA including the Lanao Agricultural College (Lanao del Sur),  Upi Agricultural School (Maguindanao), Mahardika Institute of Technology (Tawi-tawi), Notre Dame of Jolo College (Sulu),  SAL Foundation College (Maguindanao), St. Benedict College (Maguindanao), MSU Iligan Institute of Technology (Iligan City), MSU Maguindanao, MSU Sulu, MSU Tawi-tawi, Notre Dame University (Cotabato City), Sulu State College (Sulu), and the VMC Asian College Foundation, Inc. (Sultan Kudarat).

A new component that will develop a full training design on learning progression has been created and will be implemented until June 2023 to help improve literacy and numeracy instruction and assessment of K to 3 learners through session guides and other resources.

Some of the TEI representatives at the presentation were Dr. Maripaz C. Abas (Cotabato State University), Dr. Fauzia K. Sali-Latif (Mindanao State University Tawi-Tawi College of Technology and Oceanography), Dr. Monera Salic-Hairulla (MSU-Iligan Institute of Technology), and Dr. Ricardo A. Somblingo (Western Mindanao State University).

SiMERR was represented by its Director, Dr. Johnn Pegg, and Deputy Director, Dr. Joy Hardy. The Pathways team was led by its Teacher Development Advisor, Ms. Soledad Lecaroz.

RCTQ and SiMERR formed a consortium with the Mindanao State University (MSU), Western Mindanao State University (WMSU), and the Cotabato State University (CSU) to implement the project.
