RCTQ collaborated with the Bangsamoro Ministry of Basic, Higher and Technical Education (MBHTE) and basic education stakeholders in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) in drafting learning resource (LR) cataloguing guidelines and draft learning & development (L&D) guidelines and processes that will support teacher development in madrasah education.

Presentation of outputs by the participants

RCTQ facilitated a workshop on 12-14 April 2023 in Cotabato City with the MBHTE-Office of the Director-General for Madaris Education (DGME), partner learning service providers, and partner teacher education institutions (TEIs) to  better contextualize the said cataloguing guidelines, processes, and tools in the BARMM setting. The activity is part of the project Learning Resource (LR) and Learning and Development (L&D) Systems Trial to Support Teacher Development in Madrasah Education (ISAL Teachers) under the Australia-supported Education Pathways to Peace in Mindanao (Pathways) program.

The activity allowed participants to demonstrate knowledge and understanding of the LR and L&D systems, and integrate inclusion strategies into the draft guidelines, process and tools as anchored on the Universal Design for Learning (UDL) principles.

The RCTQ team was represented by cataloguing experts Mr. Joemar Sajona, Ms. Helen Advincula, and Ms. Jahlen Tuvilleja; and L&D consultant Dr. Twila Punsalan. Pathways Teacher Development Adviser Ms. Soledad Lecaroz welcomed the participants and introduced each team.

To set the context of the activity before the workshop proper, RCTQ project leader Dr. Ali Anudin gave the overview of the project while Mr. Mokhammad Iksan of Pathways discussed the teacher development framework in BARMM. RCTQ project officer Ms. Lizette Anne Carpio shared the overview of the LR and L&D systems while L&D specialist Dr. Twila Punsalan discussed the use of standards-based LR and L&D systems. Pathways inclusion adviser Dr. Jerome Zayas and RCTQ inclusion adviser Dr. Milabel Ho discussed virtually the importance of inclusive LR and L&D systems.

The project is RCTQ’s third under the Pathways Program implemented in consortium with the Mindanao State University (MSU), Western Mindanao State University (WMSU) and Cotabato State University (CSU). It aims to help improve the quality of teacher education in the BARMM by addressing the findings and recommendations of the RCTQ-led mapping study of TEIs serving the BARMM conducted from 2020 to 2021.
