Philippine Normal University (PNU) President Dr. Bert J. Tuga and concurrent Vice President for Academics and RCTQ Director Dr. Jennie V. Jocson joined other education and international development leaders in a video that would serve as a prelude to Vice President Sara Duterte’s Basic Education Report 2023 last 30 January 2023.

Through video messages shown at the BER 2023 program and streamed on Facebook, Dr. Tuga and Dr. Jocson gave insights on current challenges of basic education in the area of teacher quality. They were part of a video presentation shown before VP Duterte delivered her main report.

“Teachers are the single most important in-school factor in a child’s learning achievement. Teacher quality begins in the pre-service education delivered by the teacher education institutions (TEIs) so great care must be taken in ensuring pre-service teachers receive exemplary training,” Dr. Jocson said.

Dr. Tuga, on the other hand, cited RCTQ’s studies to emphasize how in-service teacher training, which he described as incoherent, fails to meet the needs of teachers.

Dr. Tuga said: “Currently, the implementation by the TEIs of developmental training programs from pre-service to in-service is weak. Lasting improvements in basic education will not be possible until the challenge to make substantial changes to improve pre-service education is met. Another issue identified by the studies of RCTQ and World Bank is that in-service training is currently not meeting the needs of teachers, lacks coherence, and is not delivering the learning gains the country needs. Our teachers also suffer from the lack of a strong system on career progression.”

In the video presentation, the two PNU leaders were joined by Dr. Ndiamé Diop, World Bank Country Director for the Philippines, Malaysia, Thailand and Brunei; Oyunsaikhan Dendevnorov, UNICEF Representative to the Philippines; Dr. Nona Marlene Ferido, Deputy Director of the Assessment, Curriculum and Technology Research Centre; and George Barcelon, trustee of the Philippine Business for Education.

PNU’s role as the premier university in teacher education has been solidified with the signing of Republic Act 11713 or the Excellence in Teacher Education Act signed by President Rodrigo R. Duterte on 27 April 2022.. The law named PNU as the advisor to the Teacher Education Council (TEC), owing to its designation as National Center for Teacher Education under RA 9647.

Through the Basic Education Report 2023, VP Duterte presented the state of the basic education in the country as well as the plans and initiatives of the Department of Education in fulfilling its mandate of delivering quality and accessible basic education for all. DepEd has been collaborating with external partners including the PNU and RCTQ in addressing the challenges of basic education.
