Following the appointment of Dr. Gina Gonong as DepEd undersecretary, RCTQ welcomes back former deputy director Dr. Jennie Jocson who has assumed the top RCTQ job in a concurrent capacity as the Philippine Normal University (PNU) Vice President for Academics.

PNU President Dr. Bert Tuga signed PNU University Memorandum No. 190, s. 2022, designating Dr. Jocson as the new Center director effective 2 November 2022.

Dr. Jocson joined RCTQ in 2013 as Senior Project Manager and was later promoted as as Deputy Director. She was the Project Leader of at least eight projects, including the i) Development of Result-based Performance Management System (RPMS) Assessment Tools for Year 2 National Rollout, ii) Development of RPMS Systems and Tools using the Philippine Professional Standards for Schools Heads/Supervisors and further embedding of the Philippine Professional Standards for Teachers (PPST) in DepEd system Phase 1, iii) Development of PPST-based Prototype Syllabi on Priority Areas  in Pre-service Teacher Education, and iv) Development of a Joint DepEd-CHED Policy on the PPST-Based Pre-service Teachers’ Field Study and Teaching Internship Experiences. She was also involved in a special project with the Office of the Cabinet Secretary called the Technical Working Group for Teacher Quality (TWG-TQ).

She was appointed as PNU Vice President for Academics and left RCTQ on 16 April 2020.

As RCTQ Director, Dr. Jocson will manage the overall operation of the Center in partnership with the Director of the University of New England (UNE) SiMERR National Research Centre, and RCTQ Co-Director—Dr. John Pegg. RCTQ was established as a partnership between the PNU and UNE, with support from the Australian government.

Dr. Jocson and Dr. Pegg will be assisted by Deputy Director Ms Maria Lourdes Pantoja, and a team of senior managers, project officers, research officers, and technical and administrative staff.

Dr. Jocson credits her RCTQ experience as being instrumental in strengthening her leadership ability.

“My stint with RCTQ has taught me the value of research in shaping education policies. It has also entrenched in me a remarkable work ethic and innovative thinking that I believe guide me as I take on multiple responsibilities,” Dr. Jocson said.

Prior to her work at RCTQ, Dr. Jocson served as Director of the PNU Campus Development Office while teaching literature subjects.

She completed her PhD in Literature at PNU. In August 2019, she received her postdoctoral fellowship from UNE during the Celebrating RCTQ Partnerships gala event at PNU Manila.
