Members of the Component Specialist Groups of project Teacher Development in Higher Education: Technical Assistance for MBHTE Teacher Development in Higher Education

Commencing the provision of technical assistance to the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) through the project Teacher Development in Higher Education in the  BARMMRCTQ conducted two workshops aimed at preparing the project’s Component Specialist Groups (CSGs) in delivering their respective tasks. 

The project is made up of three components, namely, i) Curriculum Quality Audit, ii) Development of a LET Review Program, and iii) Review of existing TEI majors/subjects on early childhood education.

The first capacity-building workshop, held from August 9 to 11, 2022 in Davao City, focused on the Philippine Professional Standards for Teachers (PPST) and capacitating them on the Curriculum Quality Audit (CQA). This was followed by the development process of respective component outputs.

The second capacity-building workshop, held from September 9 to 11, 2022 via Zoom, zeroed in on the three component outputs: contextualizing the CQA tools and processes (Component 1), developing a draft LET review and coaching program (Component 2), and developing draft enhanced/revised syllabi on six priority areas (Component 3).

Dr. Gina O. Gonong, RCTQ Director, thanked the participants, who were from various Teacher Education Institutions (TEIs) in Mindanao.

Your participation in our capacity-building workshops is crucial to developing and eventually delivering good outputs that will benefit the Teacher Education Institutions in the BARMM, specifically in aiming to improve the quality of our pre-service teachers,” Dr. Gonong said.

Comprising the project CSGs are faculty members from the following partner TEIs: Lanao Agricultural College, Mahardika Institute of Technology, MSU-Iligan Institute of Technology, MSU-Maguindanao, MSU-Sulu Development and Technical College, MSU-Tawi-Tawi College of Technology and Oceanography, Notre Dame of Jolo College, Notre Dame University-Cotabato City, SAL Foundation College, St. Benedict College of Maguindanao, Sulu State College, Upi Agricultural School-Provincial Technical Institute of Agriculture, VMC Asian College Foundation, Inc., as well as consortium partners Cotabato State University, Mindanao State University, and Western Mindanao State University.

Ms. Nora L. Rasuman, Supervising Education Program Specialist of the MBHTE Higher Education, expressed her optimism about achieving quality education through constant collaboration between and among TEIs. “I hope that all of us continue to work together in achieving our goals. Bigger TEIs, for instance, can also extend their hand to the smaller TEIs, and these capacity-building workshops are a good start,” Ms. Rasuman shared.

For Component 1, the CSG members worked on localizing, indigenizing, and contextualizing CQA tools and processes. These served as foundational concepts as the specialists worked on producing sample course syllabi on K to 3 education integrating the BARMM context, and BARMM Faculty Development Modules which aim at reproducing the CQA process to other TEIs.

CSG 2 members, led by Dr. Levi Elipane, Project Leader and Senior Program Manager and Ms. Cristy Mendoza, Research Officer, identify good practices on the development of a LET review and coaching program that is suited to BARMM.

For Component 2, CSG members worked on the development of the draft LET review and coaching program which aims to highlight the best approaches and ways of organizing review content and to help test takers understand how they can improve on their least learned skills/content. Further, the component sought to develop a mock LET test that will complement the draft program.

For Component 3, CSG members commenced the mapping of their respective institution’s early childhood education (ECE) courses to the Beginning Teachers Indicators (BTIs) of the PPST. These served as the basis as the group proceeded in their development of the draft enhanced/revised syllabi on six priority areas. Included as well in their sessions were desk reviews on early childhood education (ECE) in the Philippines and around the world.

All component specialists shared their learning experiences and emphasized the benefits of the project to the BARMM pre-service and in-service teachers and the professional development that they received from the workshop. They also shared their experiences and expertise on the components they belong to. 

Working with the component specialists were Dr. Joy Hardy, UNE-SiMERR Deputy Director, and Dr. Levi Elipane, Project Leader and RCTQ Senior Program Manager. Present also in the workshops were RCTQ Deputy Director Maria Lourdes Pantoja, and MBHTE-Higher Education personnel Mr. Rowel Dumanglas and Mr. Juliezen Ulanghutan.
