RCTQ assisted the Department of Education – National Capital Region (NCR) on 24 February 2022 in conducting a detailed orientation for its regional and division supervisors, school heads, master teachers and teachers on the implementation of the standards-based Results-based Performance Management System (RPMS) for School Year 2021-2022.

A team from RCTQ including Center Director Dr. Gina Gonong, Deputy Director Ms. Ma. Lourdes Pantoja and Project Officer Mr. Mikkey Mari Tuazon led the discussions on the context and salient points of Department Memorandum No. 004, s. 2022, which was issued by the DepEd central office on 9 February 2022.

The virtual orientation was part of the NCR Regional Orientation and Technical Assistance activity which aimed for better understanding of the implementation of DM 004 or the Implementation of the RPMS– Philippine Professional Standards for Teachers (RPMS-PPST) for School Year 2021-2022, and the shift from face-to-face classes to remote learning.

In her introductory message, Dr Gonong recalled that when DepEd and RCTQ did the national validation of the PPST a few years ago, the need to align the PPST and the RPMS was a shared concern.

“When DepEd started to implement the PPST, we also started making its alignment and integration in the RPMS so that teachers would not to get confused. Whatever they are asked to do in the RPMS is connected to the main document that they are expected to follow, which is the PPST,” said Dr. Gonong.

Dr. Gonong explained that Year 3 of the implementation of RPMS as provided for in DM 004, s. 2022 is premised on “the impact of the COVID-19 pandemic, shift to distance learning delivery modalities and development of learning resources for distance learning, and the need to upskill and retool teachers on the new learning delivery.”

Project Officer Mr. Tuazon led the detailed orientation on the RPMS tools including the indicators and the means of verification (MOVs).

RCTQ Deputy Director Ms. Ma. Lourdes Pantoja, who was the former Director IV of the Bureau of Human Resource and Organizational Development (BHROD), said that “the experiences gained during Year 1 and Year 2 of RPMS implementation should give us much confidence that we will be able to demonstrate very well and manifest the last 18 indicators for Year 3.”

The assessment tools for Year 1 priority PPST indicators were developed and embedded in the RPMS and rolled out in 2017. They were implemented during SY 2018-2019 and SY 2019-2020. Tools for Year 2 priority PPST indicators were developed in 2019, revised in 2020 due to the COVID-19 pandemic, and were implemented in SY 2020-2021.

DepEd NCR Assistant Regional Director Arnulfo Balane, in his closing message, said he considered the activity “a step towards the right direction”.

“This forum provided us with the opportunity to be oriented with the nitty-gritty on how we are going to accomplish our performance ratings and provides us with the direction this school year and beyond in terms of ensuring that the measures of performance are appropriate, adaptive and relevant vis-a-vis the teachers’ actual performance,” said Director Balane.

The activity was organized by the DepEd NCR Human Resource Development Division (HRDD) led by Dr. Felicino C. Trongco and assisted by the HRDD staff Dr. Josefino Pogoy, Jr., Ms. Leah Ailah Vicencio, Ms Jennifer Medina and Mr. Rodolfo Colocar. The RCTQ’s team was also joined by Ms. Bianca Manas of the National Educators Academy of the Philippines (NEAP) central office.

The orientation was viewed live on Facebook by some 15,000 RPMS users in the NCR.
