The Department of Education issued on 9 February 2022 Department Memorandum No. 004, series of 2022 to provide assessment tools that will guide teachers and their raters in the implementation of the standards-based Results-based Performance Management System (RPMS) for School Year 2021-2022.

RCTQ provided technical assistance to DepEd, through the Bureau of Human of Resource and Organizational Development – Human Resource Development Division (BHROD- HRDD), in the development and validation of the said tools.

Signed by Sec. Leonor Magtolis Briones, DM 044, s. 2022 covers teachers and master teachers in all public schools and community learning centers (CLCs) including those who are now reassigned as teacher-broadcasters in the DepEd central office.

The Year 3 objectives and means of verification (MOVs)—which represent 18 Proficient and Highly Proficient indicators of the Philippine Professional Standards for Teachers (PPST) with an additional plus factor objective—will be used by ratees, raters, approving authorities, and other stakeholders in accomplishing the teachers’ Individual Performance Commitment and Review Forms (IPCRFs) for SY 2021-2022 or Year 3 of the RPMS implementation cycle.

RCTQ assisted the BHROD in the finalization workshop for the Year 3 tools last year, engaging select teachers, master teachers, school heads, and supervisors from various regions who helped make the final review of the assessment tools. The review also incorporated inputs from OIC Undersecretary Wilfredo Cabral and BHROD directors Atty Anne Rachel Miguel and Dr. Jennifer Lopez.

In 2017, assessment tools for Year 1 priority PPST indicators were developed and embedded in the RPMS and were rolled out through a series of national, regional, and division level trainings with assistance from RCTQ. They were implemented during SY 2018-2019 and SY 2019-2020.

Tools for Year 2 priority PPST indicators were developed in 2019, revised in 2020 due to the COVID-19 pandemic, and were implemented in SY 2020-2021.

The development of RPMS tools supports DO No. 2, s. 2015 which sets the guidelines on the establishment and implementation of the RPMS in DepEd, pursuant to DO 42, s. 2017 or the National Adoption and Implementation of the Philippine Professional Standards for Teachers, which RCTQ helped develop with DepEd in 2017.
