Dr. John Pegg, RCTQ Co-director and Director of RCTQ’s partner institution—SiMERR National Research Centre in Australia—ran a condensed online workshop on the Structure of Observed Learning Outcomes (SOLO) framework on 26 March 2021 designed as a refresher course for some RCTQ staff  and a first capability-building exercise on high-order thinking for others.

The SOLO taxonomy, developed by Australian educational psychologist John B. Biggs, is a model that describes levels of increasing complexity in a learner’s understanding of subjects. It aids both trainers and learners in understanding the learning process.

RCTQ staff, which included senior managers Dr. Levi Elipane, Dr. Allen Espinosa, Dr. Ma. Arsenia Gomez together with project officers and research officers, experienced developing higher order questions and answers through various subjects.

This year, RCTQ and the National Educators Academy of the Philippines (NEAP) will jointly undertake the Development and Validation of Professional Learning Packages (PLPs) for Mathematics, Science and English/Reading for Teachers in Grades 7 and 8, and Grades 9 and 10 in a bid to promote higher order thinking skills (HOTS) in the classroom. The project is premised on RCTQ’s role identified in DepEd Order No. 11, series of 2019 or the Implementation of the NEAP Transformation as provider of technical assistance.
