RCTQ Director Dr. Gina Gonong was the main speaker at the DepEd National Capital Region-Regional Orientation on the Philippine Professional Standards for Supervisors (PPSS) attended by more than a hundred supervisors from the regional office and 16 schools divisions in NCR on 26 January 2021.

Held virtually via Zoom, the orientation aimed to deepen the understanding of the participants on DO 25, s. 2020 or the PPSS. They consisted of Chief Education Supervisors both from the regional office and schools division offices, and Education Program Supervisors and Senior Education Program Specialists from the regional office.

Regional Director Malcolm Garma, in welcoming the participants, said that “it’s important for us to have a perspective of all the things that we are doing right now especially in terms of the adjustments of policies such as those that concern our personnel’s welfare”. This, he said, includes the PPSS. “It’s important for us to really appreciate the bigger picture in which supervision will play a vital role,” he said.

Director Garma thanked RCTQ for its technical assistance to the NCR regional office, which has an ongoing Memorandum of Understanding (MOU) with RCTQ on operationalizing the transformation of the National Educators Academy of the Philippinens (NEAP) at the regional level.

In her presentation, Dr. Gonong said that while teachers already have the Philippine Professional Standards for Teachers (PPST) as their guide, “DepEd cannot stop at supporting our teachers. It needs to support people that support teachers, and these include supervisors.”

The half-day orientation included breakout sessions where participants reflected and discussed in groups their insights on the PPSS domains, strands and indicators.

After Dr. Gonong’s talk and the breakout sessions, NCR Human Resource Development Division (HRDD) Chief Dr. Felicino Trongco led the presentation of the region’s draft Office Performance Review and Commitment Form (OPCRF) and  Individual Performance Commitment and Review Form (IPCRF) aligned with the PPSS.

DO 25, along with DO 24, s. 2020 or the Philippine Professional Standards for School Heads (PPSSH) was signed as a DepEd policy by Secretary Leonor Magtolis Briones in September 2020. It is expected to benefit a total of 5,500 supervisors who will put the standards into practice nationwide.

At the virtual orientation, Dr. Gonong was assisted by Senior Manager for Communications and Advocacy Mr. Arvin Yana, Project Officer Ms. Lizette Anne Carpio  and a pool of NCR facilitators: Dr. Josefino Pogoy (HRDD), Dr. Christian T. Español (HRDD), Dr. Rhea Eden (HRDD), Dr. Melvin Willy Roque (HRDD), Mr. Alfredo Desamparo (HRDD), Ms. Jennifer Medina (HRDD), Ms. Leah Ailah Vicencio (HRDD), Mr. Don Ray Salvador (HRDD), Dr. Ariel Villar (QAD), Mr. Andrew Tan (CLMD), Mr. Rodolfo Colocar (HRDD), Dr. Jonathan Iloreta (HRDD), and Dr. Filmore Caballero (SDO Valenzuela City).

The orientation was organized by the DepEd NCR HRDD  led by Dr. Trongco with Dr. Español who also served as the focal person for the workshop.

RCTQ provided technical assistance in the development, validation and policy development for the PPSS.
