The RCTQ director joined the Philippine Normal University (PNU) officials in participating in the three Technical Working Group (TWG) meetings in the Senate held in January 2021 that aimed to consolidate and polish two Senate bills that seek to strengthen the Teacher Education Council (TEC).

Senate Bill 1887 was co-authored by Senator Sherwin Gatchalian, chair of the Senate Committee on Basic Education, Arts and Culture; and Senator Joel Villanueva, chair of the Senate Committee on Higher, and Technical and Vocational Education. Senate Bill 1893, on the other hand, was filed by Senator Ramon Revilla, Jr.

The TWG meetings were held on January 14, 21 and 28, 2021 which provided platforms for stakeholders to articulate their respective positions on each section of the proposed bills including the Definition of Terms; Objectives and Functions of a Center of Excellence for Teacher Education; Composition of the TEC; and Powers and Functions of the Council.

More TWG meetings are scheduled in February to tackle the rest of the sections of the proposed bills before aiming to reach their Third Reading.

PNU was represented by Dr. Jennie Jocson, and Dr. Gina Gonong and RCTQ Senior Program Manager Dr. Ma. Arsenia Gomez.

Apart from the PNU-RCTQ, agencies and offices represented were the Department of Education (DepEd), Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA), Professional Regulation Commission, National Economic and Development Authority (NEDA), Philippine Statistics Authority (PSA), UP Diliman College of Education, National Institute for Science and Mathematics Education Development (NISMED), Philippine Business for Education (PBEd), and the Coordinating Council of Private Educational Association (COCOPEA).
