With technical assistance from RCTQ, the Department of Education has issued guidelines for implementing the Results-based Performance Management System (RPMS) for SY 2020-2021 in the context of local conditions on teaching and learning and consistent with COVID-19 guidelines and regulations.

DepEd Undersecretary for Planning, and Human Resource and Organizational Development Jesus Mateo signed DepEd Memorandum DM-PHROD-2021-0010 on 11 January 2021 outlining the specific guidelines, including the tools, protocols, and timelines, in the implementation of RPMS as anchored on the Basic Education Learning Continuity Plan (BE-LCP) of the Department. The directive factored in performance management with various learning delivery modalities (LDMs) appropriate for the pandemic.

The Guidelines on the Implementation of the Results-based Performance Management System for School Year 2020-2021 provides RPMS tools prescribed for Teacher I-III (Proficient Teachers) and Master Teacher I-IV (Highly Proficient Teachers), and the general instructions for school heads and non-Teaching Personnel in Schools.

The memorandum also directed all schools division superintendents (SDSs) and school heads to “employ the appropriate working arrangements, strategies, and modalities in the accomplishment of essential RPMS activities guided by the community quarantine declarations in the area where the school is located and consistent with the alternative work arrangement (AWA) issuances of the Department.”

Nationwide orientations for the said guidelines are scheduled in February 2021.

RCTQ provided technical assistance to DepEd through the Bureau of Human Resource and Organizational Development (BHROD) on the development of RPMS in the context of the pandemic. Document analysis, online focus group discussions, consultation with DepEd officials, online validation of RPMS tools, processes and protocols, and series of virtual meetings within and between BHROD and RCTQ were conducted to develop, review and finalize the reconfigured RPMS for SY 2020-2021.
