With assistance from RCTQ, the Department of Education (DepEd) devised an online system that enabled them to collect the electronic copies of Individual Performance and Commitment Review Forms (IPCRF) from public school teachers nationwide. A total of  737,204 teachers nationwide have submitted their forms as of August 2020.

Through DepEd Memo no. 199, s. 2020 issued on 16 June 2020, the DepEd Bureau of Human Resource and Organizational Development-Human Resource Development Division (BHROD-HRDD) provided guidelines on the completion and submission of IPCRF in the Results-based Performance Management System (RPMS) for SY 2019-2020. The memorandum specified the procedures for the data collection and consolidation of IPCRF by teaching personnel in the context of DepEd’s alternative work arrangements and adjusted timeline. DepEd earlier issued Memorandum No. 00495, signed by Undersecretary Jesus Mateo on 4 June 2019, which provided for the collection of teachers’ IPCRF data for the establishment of baseline on teachers’ proficiency level for SY 2018-2019 and SY 2019-2020.

IPCRF is an assessment form for government employees that reflects their individual commitments and rates their performance for a year. In DepEd, IPCRF for teachers is accomplished through the RPMS, an HR system that is aligned with the Philippine Professional Standards for Teachers (PPST).

RCTQ assisted the BHROD-HRDD in the design of the database that captured comprehensive data of teacher performance against the PPST. This national data can inform DepEd, particularly the National Educators Academy of the Philippines (NEAP), on the development of programs for teachers’ professional development.

The data collection system allows those different governance levels to monitor the submissions. Once captured, the DepEd central office has access to the data extracted from the IPCRFs which are submitted by their schools. Tools for analysis and post-processing of raw data data will be developed later.

DepEd Order no. 2, s. 2015 (Section 6, no. 54, ii) states that the results of the performance evaluation/assessment shall serve as inputs to BHROD or NEAP in consolidating and coordinating developmental interventions which shall form part of the HR Plan and shall be the basis for rewards and incentives.

DepEd will re-open the submission of IPCRF on the third week of September. A total of 875,245 teachers are targeted to submit their IPCRF this year.
