NEAP building in Baguio City

Members of the Transition Team on NEAP Transformation including DepEd regional officials met virtually on 2 July 2020 to move the transformation work ahead amid the challenges brought about by the COVID-19 pandemic.

The meeting was the fifth since the transition team was formed in May 2019 through DepEd Order No. 11, series of 2019 or the Implementation of the NEAP Transformation. It was the first to be held via video teleconferencing (Google Meet).

Team members discussed updates on organizational and program transformation; support components such as the data capture through the Professional Development Information System (PDIS), and communication strategy; authorization of learning service providers (LSPs) and recognition of professional development programs; development of the new Teacher Induction Program (TIP); implementation of Learning Continuity Plan (LCP) courses; and updates on the career progression of teachers.

DepEd undersecretaries Atty. Nepomuceno Malaluan and Mr. Jesus Mateo attended the online activity with central office officials including NEAP Director Mr. John Arnold Siena, Bureau of Human Resource and Organizational Development (BHROD) OIC Director Ms. Jennifer Lopez, ICT Service Director Mr. Abram Abanil, regional directors, and chiefs of Human Resource and Development Divisions (HRDD) in the regions. RCTQ, led by Director Dr. Gina Gonong, also attended the meeting as DepEd’s research partner providing technical assistance.

In his opening message, Usec. Mateo updated the group that there were already new positions for NEAP that were recently approved by the Department of Budget and Management (DBM) and that recruitment to fill those positions was already underway.

RCTQ previously worked on the NEAP Transformation Study that became the basis for the creation of a task force and the subsequent development of a new NEAP design. Sec. Briones approved the design in February 2019, which led to the issuance of DO No.11 that identified RCTQ as partner in the provision of technical guidance.
