RCTQ assisted the Bureau of Human Resource and Organizational Development (BHROD) of the Department of Education in the conduct of a virtual focus group discussion (FGD) on 30 July 2020 to find alternative tools for Results-based Performance Management System (RPMS) that could enable teachers to adapt and respond more quickly to circumstances associated with the COVID-19 pandemic.

The FGD gathered inputs from teachers, master teachers, school heads, and supervisors on how their schools and divisions were managing student learning in the context of the COVID-19 pandemic and under the preferred distance learning delivery modalities (DLDMs) of parents and learners. The discussion together with other data/reports from the field will inform the revisions in the RPMS tools (particularly on the means of verification and performance indicators), processes, and protocols to form alternatives for the performance assessment of teachers for SY 2020-2021.

The following DepEd offices were also represented: BHROD-Human Resource Development Division (BHROD-HRDD), Bureau of Learning Delivery (BLD), Bureau of Education Assessment (BEA), and the divisions of  Laguna, Las Pinas City, Malabon City, Manila, Quezon City, Tabaco City, Tanauan City, and Iligan City.

Particularly discussed were the draft alternative RPMS tools, specifically on the means of verifications and performance indicators considering the various distance learning delivery modalities; possible learning delivery modalities to be used by teachers and master teachers in their respective schools/divisions; and the alternative protocols/processes for classroom observation and coaching and mentoring under the different distance learning delivery modalities.

“We’re in the middle of the peak of preparation for the opening of classes, and we know that great efforts are being done and put into the different learning delivery modalities just to make sure that the education of our learners will continue despite the pandemic”, said Ms. Cecille Anyayahan, Project Development Officer IV of BHROD, who was one of the facilitators.

RCTQ provided technical assistance to BHROD in planning for the conduct of the activity including the guide questions, facilitating the FGD, and documenting inputs from the participants.
