RCTQ worked with the Department of Education (DepEd) in conducting a two-day online workshop on the development of tools and support materials for Year 3 (SY 2021-2022) of the implementation of standards-aligned Results-based Performance Management System (RPMS).

Held on 27-28 May 2020 via the Zoom videoconferencing platform, the workshop was co-organized by the DepEd Bureau of Human Resource and Organizational Development-Human Resource Development Division (BHROD-HRDD). Through a memorandum signed by DepEd Undersecretary Jesus Lorenzo Mateo, the activity was attended by the national technical working group (NTWG) composed of teachers and education leaders from the schools divisions of Malabon City, Manila, Marikina City, Quezon City, Tabaco City, and Lipa City.

RCTQ and BHROD-HRDD have been developing tools and support materials that facilitate the use of RPMS based on the Philippine Professional Standards for Teachers (PPST).

For SY 2018-2019 (Year 1), DepEd, with the help of RCTQ, first implemented the standards-aligned RPMS using the 12 priority indicators out of the 37 total PPST indicators. The same set if indicators were used in RPMS for SY 2019-2020 to address implementation issues. Another training was held last year for use in SY 2020-2021 or RPMS Year 2 for another 12 indicators (1 indicator repeated from year 1). This workshop focused on integrating the remaining 15 PPST indicators (1 indicator repeated from year 1) in the RPMS for Year 3 (2021-2022).

Discussions are also underway on making the RPMS more responsive to the needs of teachers during the current COVID-19 pandemic.
The online workshop was enriched by insights from the NTWG members who are actual ratees and raters of the RPMS.
DepEd defined the RPMS as a “systemic mechanism to manage, monitor and measure performance, and identify human resource and organizational development needs to enable continuous work improvement and individual growth.”
