DepEd now has clear guidelines for how and what training and other professional development programs should be delivered by the National Educators Academy of the Philippines (NEAP) and its internal and external partners to education leaders and some 900,000 public school teachers.

On 23 January 2020, Secretary Leonor Magtolis Briones signed DO 001, s. 2020 or the Guidelines for NEAP Recognition of Professional Development Programs and Courses for Teachers and School Leaders.

Owing to RCTQ’s role in providing technical assistance to the transformation of the NEAP into a full academy, the Center assisted DepEd in drafting the Guidelines which aims to ensure that all programs and courses, whether internally or externally provided, are aligned, integrated, and consistent with the wider and standards-based NEAP professional development framework.

The policy highlights the ecosystem approach in providing professional development programs by tapping both internal and external stakeholders in the development and implementation of programs and courses whether as expert consultants, resource persons, learning facilitators or learning service providers.

DO 001, s. 2020 is a major reform initiative under the transformed NEAP which highlights greater accountability in the delivery of strategic, integrated and programmatic professional development for teachers and school leaders.

In 2019, DepEd Department Order No. 11, s. 2019, signed by Sec. Leonor Magtolis Briones, provided guidelines for the implementation of NEAP transformation where RCTQ was identified to provide primary technical assistance.
