A national training of trainers (NTOT) for cascading the tools and support materials for Year 2 of DepEd Results-based Performance Management System (RPMS) was held on October 23-25, 2019 in Tagbilaran City, Bohol.

RCTQ helped the Bureau of Human Resource and Organizational Development (BHROD) in facilitating the training for more than a hundred trainers composed of selected schools division superintendents (SDS), assistant schools division superintendents, supervisors, principals, head teachers, master teachers, and senior education program specialists. They are trainers and/or raters for RPMS from their respective regional and division offices.

The objective of the nationwide training is to capacitate raters to rate more objectively and gain a deeper understanding of the Philippine Professional Standards for Teachers (PPST) indicators.

Consistent with the national adoption of the PPST which prescribed the use of the standards for all performance appraisals for teachers, BHROD formulated a strategic implementation plan for the alignment of the RPMS with the PPST.

The first 12 priority PPST indicators were embedded in the RPMS through the development of standardized performance assessment tools and their subsequent rollout in the series of national, regional, and division level workshops back in SY 2018-2019 and SY 2019-2020. This year, the tools using the next 12 priority PPST indicators will be rolled out through an NTOT and a series of regional training of trainers (RTOT) and capacity building for raters before the start of SY 2020-2021. This would ensure that raters are able to effectively evaluate and support teacher’s performance and development.

The training for raters involved the strengthening of human resources (DepEd teachers, observers, and raters) and the development of support materials to further enhance the implementation of the PPST-aligned RPMS. The participants in this training were trainers and/or raters for RPMS from the regional and division offices.

The rollout of tools and support material for RPMS SY 2020-2021 comes with capacity building for raters.

The raters/participants were given varied opportunities on rating the indicators using the observation notes form. They were also provided simulation activities in classroom observation and were rating the given portfolios. These capacity building activities allowed for a deeper engagement and understanding of the 12 PPST indicators.

Participants were also provided with electronic tool packages including the electronic Self-Assessment Tool (e-SAT) and the Individual Performance Commitment and Review Form (IPCRF) for RPMS SY 2020-2021. They were capacitated to manipulate these tools through hands-on activities.

Dr. Josefino Pogoy, an education program specialist from the DepEd National Capital Region who was one of the participants, said “the capacity-building activity provided us the participants deeper understanding of the PPST and the crucial role of the raters played during the conduct of classroom observation and appraisal of the teacher’s portfolio.”

He said that the pragmatic design of the workshop “will make it easier to cascade the key messages of the training to our respective regional rollouts.”
