NEAP transition meeting at the Teachers Camp, Baguio City.

The transition team for the National Educators Academy of the Philippines (NEAP) transformation project met for the second time in Baguio City on October 18, 2019 to review the priority programs for teachers and school leaders for 2020-2022 and discuss the status of the NEAP issuances and guidelines.

The meeting also tackled the proposed learning and development (L&D) information system, and the plans to publicly launch the new NEAP.

DepEd Undersecretary Nepomuceno Malaluan underscored the shift of focus of the Department from access to quality of education which also covers “teachers and school leaders’ professional development”. This, he said, will eventually lead to “classroom teaching improvements and ultimately better learner performance.”

Undersecretaries Atty. Nepomuceno Malaluan and Mr. Jess Mateo lead the discussions at the 2nd meeting of the NEAP transition team.

“The reason we’re doing this is for teachers’ personal advancement but, at the same time, it is also to fulfill the mandate of providing quality basic education for all,” Usec. Malaluan said to the transition team members. “The only way we can secure that is if the professional development of our teachers can be immediately and effectively translated to classroom teaching improvements.”

NEAP Director Mr. John Siena presented the proposed three-year professional development priorities including priority programs and career progression programs.

Present to also discuss the career progression programs was Undersecretary for Planning, Human Resource and Organizational Development, and Field Operations Mr. Jesus Mateo.

Tackled extensively at the meeting was the draft recognition guidelines that proponents of professional development programs must comply with before their programs can be accepted by the Academy.

The transition team is composed of Atty. Malaluan, Mr. Mateo, Dr. Diosdado M. San Antonio, Undersecretary for Curriculum and Instruction; Ms. Annalyn Sevilla, Undersecretary for Finance; Mr. John Arnold S. Siena, NEAP Director;  Ms. Jennifer E. Lopez, OIC, Bureau of Human Resource and Organizational Development;  Mr. Abram Y.C. Abanil, Director of ICT Service; and all regional directors.

RCTQ provides technical assistance to the transition team as specified in the Department Order No. 11, s. 2019, signed by Sec. Leonor Magtolis Briones, which provided guidelines for the implementation of NEAP transformation, including the creation of the NEAP Transition Team.

RCTQ earlier worked on the NEAP Transformation Study that became the basis for the creation of a task force and the subsequent development of the new NEAP design.
