RCTQ has capacitated a team of DepEd national trainers that will help facilitate the training of raters for teachers under the DepEd Results-based Performance Management System (RPMS) using the second set of 12 indicators in the Philippine Professional Standards for Teachers (PPST).

The national trainers consist of 40 teachers, master teachers, school heads, division/regional supervisors, division/regional information technology officers (ITO) from different regions across the country.

At the training on October 3-5, 2019 in Quezon City, tools and support materials for PPST-based RPMS Year 2 were presented and pilot-tested as part of the capacity-building program for the core team.

RCTQ also developed a resource package including slide presentations, worksheets, facilitator’s guide, program, and other support materials for the RPMS-PPST Capacity Building for Raters.

The training included linking observation notes and classroom observation tool rating, deepening understanding on the classroom observable indicators, and rating the teacher’s portfolio.

The trainers were capacitated on how to facilitate the SY 2020-2021 National and Regional Training of Trainers. They were given the chance to provide feedback and suggestions on the improvement and finalization of the plans for the national training and rollout.

DepEd defined the RPMS as a “systemic mechanism to manage, monitor and measure performance, and identify human resource and organizational development needs to enable continuous work improvement and individual growth.”

For SY 2019-2020 (Year 1), DepEd, with the help of RCTQ, first implemented the RPMS using the 12 priority indicators out of the 37 total indicators. This training was intended for use in SY 2020-2021 or RPMS Year 2 with another 12 indicators. The remaining 13 PPST indicators will be used the RPMS in the Year 3 (2021-2022).

RCTQ worked with the DepEd Bureau of Human Resource and Organizational Development (BHROD) in developing the RPMS tools and support materials, as well as in the rollout of the the capability building program for RPMS raters.
