In 2012, the longstanding relationship between the Philippines and Australia resulted in a partnership between the SiMERR National Research Centre at the University of New England (UNE) in Australia and the Philippine Normal University (PNU), which led to the establishment of RCTQ.

In May 2020, PNU and RCTQ joined in the celebration of the Philippines Australia Friendship Month. Australia-educated/trained PNU vice presidents joined the RCTQ Director and two senior staff who were educated in Australia in sharing insights on their experiences as featured by the Philippine Australian Alumni Association, Inc (PA3i).
