The upskilling and reskilling of teachers and school leaders for the next three years was given a clearer direction on 4 May 2020 when the Department of Education (DepEd) Secretary Leonor Magtolis Briones issued DepEd Memorandum No. 50, s. 2020 or the DepEd Professional Development (PD) Priorities for Teachers and School Leaders for School Year 2020-2023.

RCTQ assisted the National Educators Academy of the Philippines (NEAP) in developing the policy, which will serve as the reference for DepEd bureaus, offices, units and external learning service providers (LSPs) in designing and implementing programs and courses that are more responsive to the DepEd needs.

The identification of the three-year PD priorities is guided by DepEd Order No. 001, s. 2020, (Guidelines for the NEAP Recognition of Professional Development Programs and Courses for Teachers and School Leaders) specifically items 16-18, which mandate NEAP, DepEd central office bureaus and services, and regional offices to agree on periodic three-year PD priorities. DO 001, s. 2020 was developed with assistance from RCTQ.

The PD priorities for teachers are drawn from the Philippine Professional Standards for Teachers (PPST) while those for school leaders will be drawn from the Philippine Professional Standards for School Heads (PPSSH) and the Philippine Professional Standards for Supervisors (PPSS), whose respective policies are expected to be issued soon. The priorities for 2020-2023 will cover PD programs or courses which directly support the effective operationalization of DepEd’s Learning Continuity Plan (LCP) amid the COVID-19 pandemic. These will be prioritized for SY 2020-2021.

RCTQ, together with partner SiMERR National Research Centre in Australia, provides technical assistance to DepEd in the implementation of NEAP transformation as identified in DepEd Order No. 11, s. 2019 or the Implementation of the NEAP Transformation.
