The following are the highlights of RCTQ projects for the month of April 2020:

Project: NEAP Transformation 3

To advance the transformation of the National Educators Academy of the Philippines (NEAP), RCTQ continuously provided technical assistance to the Academy in terms of organizational and program transformation.

In the organizational transformation, RCTQ assisted NEAP in facilitating the request for the approval of NEAP plantilla items for 2020; refining the recruitment process for the hiring of the new NEAP personnel; and in the development of a NEAP onboarding program for the incoming NEAP personnel.

Also present was NEAP Professional Development Division (PDD) chief Mr. Leonardo Nuestro, Jr. and PDD OIC Assistant Chief Ms. Leah Galgo, who is also NEAP’s focal person for career advancement activities.

In terms of program transformation, RCTQ was involved in the development and enhancement of the Teacher Induction Program (TIP) and the development of the Career Advancement Program (CAPRO).

Initial planning and design of the curriculum, course contents, learning resource packages, and platforms to be used have been undertaken. The programs will be offered through blended learning delivery in print and online platforms, and shall align with DepEd’s Learning Continuity Plan (LCP). Technical working group (TWG) members from the field and central offices who will serve as writers are being identified and will start work in late May. The TIP is expected to be offered this school year while CAPRO will be offered by NEAP by school year 2021.

Project: Development of RPMS Systems and Tools using PPSS and PPSSH and further embedding of PPST in DepEd system Phase 1

In partnership with the DepEd Bureau of Human Resource and Organizational Development (BHROD), RCTQ worked with the National Technical Working Group (NTWG) on the Results-based Performance Management System (RPMS) for teachers. The NTWG, which was created through DepEd Memorandum DM-PHRODFO-2020-00141, was tasked to develop tools and support materials for Year 3 (SY 2021-2022) implementation of RPMS. The drafting of the RPMS Tools for Year 3 began in March with a small group of teachers and supervisors. In April, the NTWG, composed of teachers, schools heads, and supervisors, reviewed the draft tools by looking at the means of verification and performance indicators. The review was done on a work-from-home arrangement of the NTWG, who despite the ongoing pandemic crisis remains committed in ensuring that the work on the project continues.

Project: Assessors Program

The Assessors Program is a project of RCTQ, in partnership with the DepEd Bureau of Human Resource and Organizational Development (BHROD), that aims to advance reforms in teacher and school leadership quality. The project mainly supports the new BHROD system on promotion that is based on the Philippine Professional Standards for Teachers (PPST). Moving from being education-and-training-based to competency-based, the new promotion system needs assessors who will look at the performance of the teacher across the PPST indicators for movement within and across the career stages. Continuous planning and streamlining of work on the development of the Assessors program were done in April 2020 with the technical working group from BHROD. This includes policy review, defining who the assessors are, developing a framework, and recruitment of the national technical working group.

Project: Development and Validation of the PPSSH and the PPSS

RCTQ assisted DepEd in developing the policy covers and policy enclosures for the Philippine Professional Standards for School Heads (PPSSH) and the Philippine Professional Standards for Supervisors (PPSS).  They are waiting to be signed as official DepEd policies by the Secretary.

The draft policies will institutionalize both the PPSSH and PPSS as public statements of professional accountability for school heads and supervisors, respectively. Through the two policies, DepEd will support school heads and supervisors so they can better perform their respective roles; promote their continuing professional development and advancement based on the principles of career-long learning; and help them reflect on and assess their own practice as they aspire for and pursue professional development.
